NEW YORK (AP) ? Vernon Wells broke out of his big slump with a pinch-hit, three-run double, and the New York Yankees rallied to beat the Tampa Bay Rays 7-5 on Saturday.
Wells was in a 9-for-87 slide that landed him on the bench the past two days, with rookie outfielder Zoilo Almonte starting in his place. But with the Yankees trailing 5-4 in the seventh inning, Wells batted for No. 9 hitter Chris Stewart with the bases loaded and two outs.
Wells' drive to right-center bounced above the top of the wall, where it hit a fan's glove and was ruled fan interference.
The umpires allowed all three runners to cross home plate, determining David Adams would have scored from first base if not for the fan interference. They sent Wells back to second, but the Yankees suddenly had a 7-5 lead.
Rays manager Joe Maddon argued that it should have been called a ground-rule double, with only two runs scoring.
Tampa Bay led 5-3 after top prospect Wil Myers hit a grand slam for his first career home run in the sixth.
Wells' clutch hit got CC Sabathia (8-5) off the hook after he allowed five runs in seven innings. Mariano Rivera worked a scoreless ninth for his 26th save.
Meanwhile, Almonte kept up his hot hitting, starting in Wells' place in left field. On Friday night, he went 3 for 4 with a home run. He was 1 for 2 with two walks and three RBIs on Saturday.
David Robertson came on after the Yankees took the lead and pitched a perfect eighth with two strikeouts.
Joel Peralta (1-4) took over for the Rays in the seventh and immediately got in trouble. He loaded the bases on two walks and Lyle Overbay's double, and was pulled for Jake McGee.
McGee struck out Jayson Nix for the second out but walked Adams to force in a run, the second time the Yankees scored on a bases-loaded walk.
Wells then batted for Stewart, who was 0 for 3 with a double play to end a second-inning threat.
The Rays trailed 3-1 when the Yankees intentionally walked Evan Longoria with two outs to get to Myers.
The rookie came in hitting .190 in five games since he was called up from the minors at the beginning of the week. He'd had exactly one hit in four straight games before going 3 for 4 on Saturday in his first start as a designated hitter.
Longoria was 2 for 2 with a double and a solo homer that accounted for the Rays' lone run when the Yankees intentionally walked him. On a 1-2 count, Myers hit a high fly to center. Brett Gardner jumped at the fence and the ball bounced off the webbing of his glove and into the stands, though it appeared to already be over the wall when he touched it.
Rays rookie starter Alex Colome is yet to allow an earned run over 10 innings in two career starts. He gave up three unearned runs, five hits and five walks with three strikeouts in 4 1-3 innings.
With two outs in the third, Almonte singled on a two-strike count to drive in two runs and give the Yankees a 2-1 lead. He walked with the bases loaded in the fifth.

"Teen Mom" turned porn star Farrah Abraham visited "The Howard Stern Show" Wednesday morning to set a few things straight. And with all the recent headlines about her personal woes and image overhaul, she had plenty to say.
Here are a few highlights from her chat:
Accidental porn
Apparently the host doubted Abraham's story that her sex tape -- which she claims earned her a seven-figure payday from Vivid Entertainment -- was never meant to go public. But no matter how many times Stern asked about it, she stuck to her story.
In fact, she continued to allege that her tape co-star, James Deen, forced an otherwise private video to go public.
"I was put in a bad situation, and I took care of it in a legal way, and I came out ahead," she insisted. "I'm very proud of that."
And as for the "haters" who don't believe her, she shot back, "I'm not a whore. I'm not a slut."
DUI? IDK
Abraham also addressed her March arrest for DUI. She told Stern, "I was legally drunk, but I definitely remember the whole night and police acting like idiots to me."
She went on to accuse the Omaha, Neb., officers of telling gossip site TMZ about the arrest.
"Why make it a bigger issue?" she asked. "They didn't even give me a sobriety test. They didn't do things legally."
Math is hard
While she had no trouble blaming her public sex tape on her co-star or her legal woes on the police, the former "Teen Mom" did have a hard time explaining one of the simplest of subjects -- just how old she was when she had her daughter, Sophia.
"Wait a minute! I just have to straighten out some math here," Stern's on-air partner Robin Quivers said. "You said that your daughter is 4. ? You're 22. That would mean you had your daughter when you were 18."
"No, I didn't," Abraham insisted. "I had my daughter right before I turned ? 17."
Which makes sense, considering the fact that she got her start on MTV's "16 and Pregnant." But as Quivers noted, something just doesn't add up with those ages.
"Lots of people always try to do math, but the tricky thing is, it's when Sophia's birth and when my birthday is," Abraham attempted to explain. "They're just a couple months apart, so that usually equals (that) I'm just a little older."
Confused? So is she, evidently.

Just about eight weeks ago or so, I was on a call with Zynga?s COO David Ko following the company?s first quarter earnings report. Zynga was trying to manage expectations for the coming two quarters by saying it had paused its game slate to re-evaluate every upcoming title on the table.
I can?t remember the exact question I asked, but it was something like, ?Finland?s Supercell made $104 million in profit on a headcount of 100 last quarter while you made $4 million in net income with roughly 3,000 people. Does your headcount and structure make sense??
Ko, who has a reputation as a savvy operator and is very media-trained, dodged the question saying, ?We?re the biggest believers in social gaming across all platforms. This year, we will measure our progress by our ability to bring existing franchises to mobile while maintaining profitability.?
However, even if some Zynga employees were caught off guard by this month?s layoffs, the writing was very clearly on the wall. A company that had grown up built for one platform (Facebook), wasn?t well-adapted for the realities and economics of building titles on Android and iOS.
They aren?t the only publicly-traded Western gaming company grappling with major platform shifts affecting the entire industry. In the first half of this year, both Zynga and EA have shed roughly 1,500 jobs. While their situations are unique, both rounds of layoffs have to do with the stagnation of gaming platforms like consoles and Facebook against the rise of iOS and Android.
While there are plenty of emerging mobile gaming companies like Supercell and King, the situation raises a question I?ve been thinking about for the last several months.
Is the venture model of funding gaming companies, which prizes a large exit through a sale or IPO and rapid growth, well-suited for a new world where companies can rise and fall as quickly as their hits climb and tumble off the charts? Are we in a period where new incumbents will rise up and eventually hold on to their dominance, or are we in a new era which is just inherently more chaotic and unpredictable?
Zynga, which took around $850 million in venture funding, put huge pressure on itself to grow quickly. In Zynga?s fastest-growing days, the company was adding at least a person a day on average. That has ultimately made it difficult to maintain a cohesive company culture and adapt to rapid industry shifts.
Toward A Dividend-Based Model?
While gaming startups may need some initial capital to market their titles, they can throw off lots of cash if they?re successful. Meanwhile, the IPO door is closed in the short-term because of Zynga?s lackluster debut, and the market for large nine- or 10-figures exits is quiet as giants like EA and Zynga re-strategize. At the same time, while barriers to entry are rising, the network effects that the biggest companies have aren?t as strong as they used to be in the console era where relationships with retailers and distributors mattered.
I?m not the only one who is thinking this way. Perhaps with fewer exit opportunities and lots of potential cash flow, dividend-based returns just make more sense.
On a call last week with longtime EA executive Neil Young, who sold early mobile gaming company Ngmoco to DeNA for up to $400 million and is now on a new non-gaming startup N3twork, said that gaming financing needs to be rethought.
?The restaurant financing model might work for games. You could get a payback through a new split of dividends,? he said.
Then there are smaller investment firms like iVentureCapital out of Hamburg, Germany, a traditional hub for browser-based gaming companies, that has backed gaming companies like Kamcord and is open to earning dividend-based returns.
Still others are experimenting with contracts for revenue share instead of outright ownership. Rizwan Virk, who co-founded and sold Gameview Studios to DeNA, then invested in Tapjoy, Pocket Gems and Funzio, which was eventually acquired by GREE for $210 million, said he?s been asked by developers in the last few months for advice on how to structure these kinds of deals. He added that each case is really unique and that he doesn?t have a blanket recommendation for going one way or another.
?What?s happened in the last six to 12 months is that VCs and even a lot of super angels aren?t investing in as many game startups anymore. So the companies with funding ? the ?haves? like the VC-backed startups and big mobile guys ? are turning into publishers or funders of games in exchange for a revenue share with the developers, or the ?have nots?,? Virk said. ?This becomes a way for developers to not give up a big chunk of the company for a relatively small amount of money.?
There are also several very successful mobile gaming companies like Minecraft-maker Mojang and Temple Run-maker Imangi Studios that have gone for years without taking outside venture funding.
Why might a dividend- or revenue share-centric model make more sense? Here are a couple factors to consider:
Haves And Have Nots
One dynamic that?s been interesting to watch as the mobile gaming industry has matured over the last couple years is a mutual disdain that certain gaming founders and venture investors have for each other.
Studios that are successful can throw off in excess of $1 million per day. (Supercell last said it was earning $2.4 million per day. That?s like printing a Series B round every week.) So the ?haves? definitely don?t need funding. If anything, many of the rounds that have happened over the last few years like with Rovio and Supercell, have been secondary ? meaning founders, early investors and employees took cash off the table. The capital didn?t go into the companies.
At the same time, other studios like Temple Run-maker Imangi Studios, Minecraft-maker Mojang, Backflip Studios and Subway Surfers-backer Kiloo, haven?t taken funding because they haven?t wanted it or the terms weren?t right.
And the ?have nots,? whether they?re companies that have yet to see a major hit or need cash to keep going in a lull, obviously find it hard to raise on decent terms. Booyah, an early, hyped mobile gaming company founded by Blizzard alums and backed by Kleiner Perkins and Accel, is on its third CEO in two years.
Certain top-tier venture investors, likewise, can be wary of the hits-driven nature of the business. Greylock doesn?t have a mobile gaming bet, although their China fund does with Hoolai. Sequoia hasn?t publicly made a bet on a mobile game development company since Pocket Gems in 2010, although they?ve backed educational app makers and players that help the broader ecosystem monetize like Chartboost.
The concern is that with a hits-driven business, an investor might come in with too large a valuation if they price a company at its peak. The company could later fall off if they don?t have other follow-up hits.
Because of the hits-driven nature of the business, you could even say that Supercell took a knock on its valuation. At a $770 million valuation, the company was priced at only about 1X its annualized revenue based on the $179 million it made in the first quarter of this year. Then at a $2.27 billion market cap, Zynga is valued at only $600 million more than the cash, short-term and long-term investments it had on its balance sheet at the end of March.
Equity Structure
Secondly, the normal equity breakdown ? which is a perennially touchy issue for any company ? makes even less sense for a gaming company.
In a business with really strong network effects, like a marketplace like Airbnb or a social network like Facebook, the first 20 employees almost certainly have more impact on the trajectory of a company than the 1000th or 1500th employees, who arrive once a company has momentum.
But in a gaming company, which by nature has lumpy and unpredictable revenues, a 500th employee is arguably equally capable of producing the next great multi-million or billion-dollar franchise as the 50th. So the reward structure has to reflect that. It probably has to differ from the large equity drop-offs that you would normally see between earlier and later employees in a typical venture-backed company. At this point, Zynga is going to have a hard time recruiting the best talent in the world given the layoffs, the present size of the company and the earlier PR nightmare it had with equity clawbacks.
Companies like Supercell are trying to fight this dynamic by building a strong culture that prizes talent and creative risk-taking. In their secondary round earlier this year, they gave all employees the opportunity to take roughly 16 percent of their stake in the company off the table.
The Exit Market
Lastly, it?s hard to read the tea leaves right now and understand whether the IPO market is just in a temporary lull for gaming companies, or whether there is something more long-lasting and structural at play.
Right now, it?s difficult to make the case for any freemium gaming company to go public unless they can prove they have a model that defensibly and reliably produces revenues and hits. With the decline of their player base on the Facebook platform, Zynga?s debut has damaged short-term IPO prospects for other gaming companies. Competitors like Kabam have released basic earnings figures to send a message to public market investors that the whole category isn?t bad.
But the two or three companies that might have a shot at an IPO have too short a track record. Supercell has two games, Candy Crush Saga-maker King only came to mobile platforms last fall and Kabam has been on iOS for a year and a half. The exit market for large acquisitions in the West is also quiet now as EA and Zynga go back to the drawing board, and Japanese companies like GREE and DeNA work through their last round of U.S. deals.
Public market scrutiny has also been tough for Zynga as it works through this transition. The amount by which their shares have sold off has to be intimidating for any gaming CEO considering listing in public markets.?For a lot of companies that want to preserve their unique cultures like San Francisco-based midcore game maker Kixeye or Supercell, it just makes sense to stay independent and private for the foreseeable future.
So we?re looking at a host of companies that have stayed private, generate huge amounts of cash and may stay that way for awhile. What this means for investors and employees is that they?ll have to sit tight and wait for the M&A and IPO market to heat up again. Or financing will have to change, so that stakeholders can be rewarded in a different way.
There Are Still Believers, Though
To be fair, nine out of the top 10 grossing games in the U.S. iOS market today are from venture-backed or publicly-traded companies. Funding from top-tier firms does tend to go toward really good teams. Plus, with marketing and production costs rising, many gaming companies do need capital to start off.
Yet no money comes without strings attached. While Supercell is conscientiously trying to hold off the pressure to grow too fast, the investors who went in on the last round ? IVP, Atomico and Index ? are effectively betting that the company will be worth at least $2 or 3 billion some day.?And Kabam, which has taken at least $125 million in funding, may be too large to be acquired at this point and may have to wait for the IPO market to clear.
But for gaming startups being founded today or for investors looking at the space, the market seems ripe to find new ways to fund creative talent.

WASHINGTON (Reuters) - As Iran heads into presidential elections this week, Iranians have mixed views on political roles for religious figures but a large majority backs sharia law, according to a poll published on Tuesday.
As part of the Pew Research Center poll that shows contradictions between republicanism and theocratic rule in Iran, 40 percent of Iranians said religious figures should play a large role in politics.
Twenty-six percent said religious figures should have some influence in political matters. Thirty percent said they should have not too much or no influence.
Iranians vote on Friday among six candidates for a successor to President Mahmoud Ahmadinejad. Within Iran's mix of clerical rulers and elected officials, Supreme Leader Ayatollah Ali Khamenei has the final say on such big issues as Tehran's nuclear program.
The Pew poll showed that 83 percent of Iranians say they favor the use of sharia, the Islamic legal and moral code.
Only 37 percent of Iranian Muslims think their country's current laws follow sharia very closely. Forty-five percent say existing laws adhere to Islamic law somewhat closely.
The poll was based on face-to-face interviews in Iran with 1,522 Iranians ages 18 and older conducted between February 24 and May 3. The margin of error is 3.2 percentage points.
A separate poll by Pew's Global Attitudes Project shows that a median of 59 percent of people surveyed in 39 countries have an unfavorable opinion of Iran. Twenty percent have a favorable opinion.
Sixty-one percent of those surveyed said Tehran does not respect the personal freedoms of its people, Pew said. Eleven percent said it does.
The survey was conducted from March 2 to May 1 among 37,653 respondents. The margin of error among the 39 countries ranged from 3.1 to 7.7 percentage points.

LONDON -- Video messages from Steven Spielberg and actor Ben Kingsley were on the order of play for the launch of a National Film and Television School (NFTS) fund for young filmmakers named after British movie legend Richard Attenborough.
Attenborough, directed by Spielberg in Jurassic Park (1992), was the subject of a celebratory evening named the "Entirely Up To You, Darling" gala after his famous catchphrase.
Attenborough was personally unable to attend the dinner and fund launch, so his son Michael thanked the NFTS and those paying tribute on his father's behalf.
The charitable fund aims to raise $1.55 million (?1 million) over two years to "enable talented young people to achieve their ambition as successful filmmakers through world class educational experiences."

Rocket Internet-backed Lamoda, a fashion-focused e-commerce site in Russia, has announced that it has landed a $130 million (RUB 4.2 billion) round of funding from a range of regular Rocket Internet co-investors:?Access Industries, Summit Partners and Tengelmann Group.
Lamoda calls the deal ?the largest investment ever made in Russian e-commerce? and it follows a similarly significant windfall for Zalora, Lamoda?s sister site in Southeast Asia, which raised $100 million in March. Zalora?s raise included capital from Summit Partners and Tengelmann Group too.
Founded in 2011, Lamoda claims to see more than 20 million monthly visitors across its two Russian sites, which it says?offer more than 1 million products from some 800 international fashion brands. Like Zalora, the site is aiming to bring quality e-commerce services to Russia, a market that has been under-serviced by the likes of Amazon, eBay and others thus far. (Although competition is heating up since?Amazon just arrived in Russia?and top local retailer Ozon booked?$232 million in sales in the past six months.)
The company says it already provides next-day delivery to more than ten cities in Russia, and this new investment will increase its focus on raising the level of service and products available in more cities, according to co-founder and CEO Niels Tonsen:

Rocket Internet got a reputation for creating ?copycats? of successful business models with a view to making a quick buck through acquisitions ? such as CityDeal which?sold?to Groupon for $126 million ??but, as the recent funding deals show, the notorious German incubator is changing its approach with the emerging market businesses.
As Zalora Managing Director?Michele Ferrario told TNW in a recent interview, a number of Rocket Internet-backed companies are aiming to build industry leading e-commerce firms in emerging markets like Southeast Asia, Latin America and Russia. That necessitates a long-term plan, plenty of investment and input from a range of experienced backers ? such as proven retail groups like Tengelmann.
These companies aren?t without their problems ? demanding work schedules and a lack of equity are viewed as key factors for high turnover rates among staff ? but Rocket Internet and its investors are putting huge resources into bringing a new level of services to these markets, and that shouldn?t necessarily be dismissed as copycatting.

TUNIS, Tunisia (AP) ? A lawyer says a prosecutor has appealed a sentence that a court gave to a Tunisian feminist for possessing pepper spray as not harsh enough.
Amina Sboui is a member of the Ukrainian feminist group Femen.
Known by her pseudonym Amina Tyler, she shocked Tunisia by protesting the treatment of women by posting topless photos of herself on Internet.
In May, she was arrested in the central city of Kairouan while planning another protest. She was convicted of carrying pepper spray and fined about $180 under an 1894 law against carrying "burning objects."
Defense lawyer Mokhtar Jannene said Monday that a prosecutor is demanding the maximum sentence of six months.
Sboui remains in prison while the court also considers other charges against her.

That will get you squares along the diagonals. Think about the inner loop as iterating through each row. At the conclusion of an iteration of the outer loop, a row has been drawn.

So in your inner loop, you want to go along the x-axis. After your inner loop terminates, you want to go to the next row (travel along the y-axis), but then reset your x-position. So:(x1, y1) | (x2, y1) | (x3, y1) (x1, y2) | (x2, y2) | (x3, y3)

Tamerlan Tsarnaev landed on America's terrorist watch list in 2011. Tamerlan's younger brother, Dzhokhar, now charged in the Boston Marathon bombing case, seems not to have made the list.
Ultimately, Tamerlan's inclusion on the watch list did not lead investigators to detect the April 15 bomb plot that killed three and wounded at least 260 ? prompting inevitable questions about why not, and whether "dots" of intelligence and information that could have been connected were not.
America's terrorist watch list is all about connecting dots ? and it is certain to be a focal point for future congressional hearings pegged to the Boston case. A key part of the vast counter-terrorism net cast by the federal government after the 9/11 attacks, the watch list is actually at least nine lists drawn from a single government database. Criteria for determining who gets "nominated" for inclusion in that database ? and, then, who actually makes it onto an agency's specific list ? are tightly guarded secrets.

What does seem clear, however, is that the spigot opened wide in the past three years, leading to torrential growth in the core terrorism database. Whether those extra mounds of data give investigators a more accurate view of the universe of terrorists, or whether they have the unintended effect of making prospective terrorists harder to find and the dots harder to connect, is a matter of hot debate ? and one that the Boston bombing case may well intensify.
"There's absolutely no question that they're just choking on the volume of information, both classified and unclassified, that's going into the system," says Dakota Rudesill, a visiting professor at Georgetown University Law Center who served, during President Obama's first term, as special assistant in the policy, plans, and requirements directorate of the Office of the Director of National Intelligence, which includes the National Counterterrorism Center. "You're taking on this immense challenge with all this data ? like finding a particular needle in a haystack of needles."
US officials bridle at inferences that the system is overwhelmed.
"Certainly, the volume has grown, and the list has grown for a number of reasons," says a US counterterrorism official who spoke on background because he is not permitted to speak on the record. "The intelligence is better; the value of sharing information is seen as better by the agencies involved. The watch list is created specifically to be one of the big dot-connectors in the counterterrorism effort ? it's among the most sophisticated systems the government has ? and it's proven itself to be effective."

THE MAKING OF THE WATCH LISTS
Like a giant digital vacuum, the Terrorist Identities Datamart Environment (TIDE), a highly classified database maintained by the National Counterterrorism Center in McLean, Va., each day sweeps up thousands of names, aliases, birth dates, and other potential terrorist tidbits ? known as "derogatory information" ? and tries to match them with hundreds of thousands of names, faces, and identifying biometric data also sent in by the Central Intelligence Agency, the State Department, the Federal Bureau of Investigation, and other US agencies.
"TIDE is the granddaddy repository ? not a watch list itself, but it feeds the lists," says Mark Randol, a specialist on domestic intelligence and counterterrorism formerly with the Congressional Research Service (CRS). "The whole deal with a watch list is that you need a place where the objective is to see if you can identify, and stop, people you think are terrorists from just coming into the US and disappearing into the woodwork to plot attacks."
As of December, TIDE contained the names of 875,000 individuals (not including aliases), the counterterrorism center reports. Each day, TIDE sends a river of new names to the Terrorism Screening Center, run by the FBI. The screening center combines TIDE's names with those on the FBI's own domestic terrorism list to create the Terrorism Screening Database (TSDB) ? America's master terrorist watch list.
Both TIDE and the TSDB have been expanding fast. TIDE grew from 740,000 names in 2011 to 875,000 in 2012 ? an 18 percent jump. The TSDB, for its part, jumped 23 percent from 423,000 individuals in May 2010 to 520,000 in October 2012, according to the CRS and the Terrorism Screening Center.
What happens to the identifying information about a known or suspected terrorist after it is put onto the master terrorism list? The FBI's screening center sends that information to four US agencies with primary responsibility for straining out would-be terrorists, which then add it to their own unclassified watch lists.
State Department. Its Consular Lookout and Support System (CLASS) screens passport and visa applicants.
Department of Homeland Security (DHS). It uses the Traveler Enforcement Compliance System (TECS), which flows into the Interagency Border Inspection System and the Automated Targeting System ? lists used by the US Customs and Border Protection for border and port security.
FBI. Its National Crime Information Center list is disseminated as a tool for police departments across the United States. The bureau also has its own Guardian database (different from the TSDB), and Tamerlan Tsarnaev was reportedly on it.
Transportation Security Administration. The TSA, part of the DHS, keeps three air-passenger screening lists ? "no fly," "selectee," and "secure flight." The no-fly list is one of the most exclusive watch lists, winnowed to those tagged as possible terrorists who are to be blocked from getting on a US-bound flight. The selectee list signals that an air traveler requires extra screening but being on that list does not necessarily prevent that person from boarding. Both lists have about 20,000 names, the Terrorism Screening Center reports. The secure flight list allows expedited boarding for passengers whose prescreened personal information is compared with watch list data.
Actions that lead to a person being nominated to TIDE as a "known or suspected" terrorist include engaging in terrorist activity, preparing or planning an attack, gathering information on targets, raising funds for attacks, and soliciting membership in a terrorist organization. Less-obvious criteria remain cloaked in secrecy, including nominations that come from foreign intelligence agencies. In 2009, the FBI's own inspector general noted some dissatisfaction with the process, saying the bureau "failed to nominate known or suspected terrorists in 15 percent of the cases we reviewed."
Getting off the list has been problematic, too. The inspector general criticized the FBI for being "untimely in its removal of the subjects" from the watch list in 72 percent of cases reviewed. Travelers who are often delayed at airports are not usually on a watch list; rather, their names and personal information are similar to that of someone who is. In 2012, at least 14,000 records were deleted from TIDE or terrorist watch lists after it was determined that the people no longer met the criteria for inclusion, the counterterrorism center says. US residents make up about 1 percent of TSDB listings.
But civil liberties experts are not satisfied.
"We still don't have access to the information we need to allow us to evaluate how well it's working or how many [who should not be on the list] have been able to get off," says Sharon Bradford Franklin, senior counsel at The Constitution Project, a Washington-based civil liberties group.
HOW TSARNAEV MADE THE WATCH LIST
In March 2011, the FBI interviewed Tsarnaev after Russian intelligence services warned that he had become radicalized. By June, the FBI concluded a basic "assessment" without adding derogatory data to his file, The Washington Post reported. His name, however, did remain in the FBI's Guardian database ? an internal watch list.
In September, the Russians again sent up a flare about Tsarnaev's radicalization, this time to the CIA. By year's end, his name had been added to TIDE and the TSDB watch list, the Post reported.
Three days before Tsarnaev left for southern Russia, his name popped up in the TECS system. It is not clear why the rising number of red flags ? including his travel to a part of Russia where Islamic radicals are active and his online postings of jihadist videos ? did not set off alarm bells. Some analysts say they believe that some important details simply didn't make it into the database.
"If they get the Russian tip, and they were also aware of [the] fact he was visiting Russia and jihadist websites, then I'm not altogether convinced the FBI would have said they found nothing on him," Mr. Randol says. "The fact they didn't see a problem means to me they were not aware of these details."
THE NEAR MISS THAT CHANGED WATCH-LISTING
Connecting dots so that clues are not left floating in a sea of data was a top goal after the near-miss Christmas Day bombing attempt in 2009. Nigerian national Umar Farouk Abdulmutallab famously tried to blow up a Detroit-bound airplane using plastic explosives hidden in his underwear.
On Nov. 18, 2009, Mr. Abdulmutallab's own father reported his son's radicalization to US Embassy officials in Nigeria. A week later, the son's name was added to TIDE, but not to the watch list ? in part because the source of the derogatory information was not included, weakening it. Five weeks later, Abdulmutallab tried to blow up the plane.
Afterward, President Obama ordered a review to determine why Abdulmutallab's name had not appeared on the master watch list. Later in 2010, the nominating criteria changed, with the result that more names and data flowed into TIDE and the TSDB. One measure of the increase: The number of US citizens and lawful permanent residents on the no-fly list more than doubled, the Government Accountability Office (GAO) found in a 2012 study of watch list changes.
Even before the changes, concern was evident within the intelligence community about the huge amount of data being funneled into TIDE. Back in March 2010, Russell Travers, then deputy director of information sharing and knowledge development at the National Counterterrorism Center, told a Senate panel that the inflow of 10,000 names a day to TIDE had required some adjustments. Among them was the advent of special "pursuit teams" of analysts to explore threads, threats, and loose ends that would help "connect the dots," he said, acknowledging that the step was "an experiment."
The 2012 GAO report likewise noted concern among "nominating agencies" about their abilities to process so much information ? especially after the changes that followed the underwear bombing attempt. It noted that "agencies are ... pursuing staffing, technology, and other solutions to address challenges in processing the volumes of information."
A NOTABLE WATCH LIST SUCCESS
Despite the fire hose of incoming information, the US saw some success in apprehending terrorism suspects. After someone tried to set off a car bomb in New York's Times Square on May 1, 2010, investigators traced the crime to Pakistani-American Faisal Shahzad ? and added his name to the no-fly list at 12:30 p.m. on May 3. Later that evening, Mr. Shahzad was indeed attempting to make his getaway to Pakistan. Minutes before his flight was to depart, authorities spotted his name during a final check.
"What used to happen in days now happens in minutes or seconds," the US counterterrorism official says of recent watch list updating and technology upgrades. "The Times Square bomber actually got on the plane thinking he was getting away. But we have a real-time transactional interface with the Customs and Border Patrol. They screened the passenger manifest, arrested him, and took him off the plane."
Today, says the US counterterrorism official, the backlog of information has been eliminated and analytical resources are adequate. The number of names on the TSDB fluctuates, but during the past year appears to have "leveled off" at about a half million, he says.
UNCONNECTED 'DOTS' IN TSARNAEV CASE?
Questions remain, however, about the government's handling of Tsarnaev during the year leading up to the Boston bombings. Some wonder why he was not a candidate for extra scrutiny by a pursuit team or by the FBI. Others ask why federal authorities did not inform local police of the warnings about Tsarnaev's possible radicalization, so they could possibly keep an eye out.
Were there dots that, if connected, would have led to closer FBI scrutiny and prevention of the Boston Marathon bombings? If so, did data overload play a role?
"No, actually more data makes it more effective," insists the counterterrorism official. "The more derogatory information in there, the better able the system is to screen, and the better the whole system works."
But data overload is likely to be raised in future hearings on Capitol Hill, some say.
"I hope the Boston case will lead to a new revision of the watch list, to see whether we are adding just too much information on people so that it leads to a needle-in-the-haystack problem," Randol says.
"Right now, it isn't clear that there are plans in place to review the effectiveness of the watch list or whether the level of misidentification is growing because the haystacks are getting too big."

"We are working to both increase our understanding of these disorders, and help scale up programs and strategies to promote children's mental health so that our children grow to lead productive, healthy lives," Frieden said.
The mental health disorders commonly cited were ADHD, austism spectrum disorders, behavior disorders, mood and anxiety disorders and substance abuse problems.
ADHD is most prevalent, affecting 7 percent of US children, according to the report.?
The report gathered data with the help of several health agencies from 2005 to 2011 to learn how many children were diagnosed with mental health disorders during that time period.
Depression is becoming a larger issue. In 2010, suicide was the second-leading cause of death among American children between the ages of 12 and 17.
Almost 2 million American adolescents between 12 and 17 admitted that for more than half of the previous month, they routinely had felt sad, angry, disconnected, stressed out, unloved or possibly willing to hurt themselves -- or others, according to the LA Times.?Researchers believe the causes may stem from environmental factors such as poverty, family environments and other changes to their personal lives.?

LONDON (Reuters) - Saudi Arabia has reported another case of infection in a concentrated outbreak of a new strain of a virus that emerged in the Middle East last year and spread into Europe, the World Health Organization (WHO) said on Saturday.
In a disease outbreak update issued from its Geneva headquarters, the WHO said the latest patient is an 81-year-old woman with multiple medical conditions. She became ill on April 28 and is in a critical but stable condition.
Worldwide, there have now been 41 laboratory-confirmed infections, including 20 deaths, since the new coronavirus was identified by scientists in September 2012.
The novel coronavirus, which had been known as by the acronym nCoV but which some scientific journals now refer to as Middle East Respiratory Syndrome coronavirus, or MERS, belongs to the same family as viruses that cause common colds and the one that caused a deadly outbreak of Severe Acute Respiratory Syndrome (SARS) in 2003.
MERS cases have so far been reported in Saudi Arabia, Jordan, Qatar, Britain, Germany and France, but Saudi Arabia has had the vast majority of cases.
The WHO said that latest patient was in the same clinic in eastern Saudi Arabia that has seen 22 cases, nine of them fatal, since April 8.
WHO experts visiting Saudi Arabia to consult with the authorities on the outbreak have said it seemed likely the new virus could be passed between humans, but only after prolonged, close contact.

NEW YORK (AP) - Against the Toronto Blue Jays this season, the only thing that has stopped the Yankees was a day full of rain.
The Yankees would have been trying to make it seven in a row against the Blue Jays on Sunday, but rain began to fall in the late morning with no signs of letting up, and the game was postponed before it started. No makeup date was announced.
"It's going to rain until probably 9 o' clock," Yankees manager Joe Girardi said. "It's just not going to be playable."
The two AL East rivals are not scheduled to meet again in the Bronx until August.
Yankees starter CC Sabathia will pitch Monday in Baltimore, followed on Tuesday by Phil Hughes. This means rookie Vidal Nuno will be skipped and remain available out of the bullpen until the Yankees can find a way to work him back into the rotation.
Toronto right-hander R.A. Dickey will face Tampa Bay on Monday.
Dickey and the Blue Jays may have dodged some bad luck, with the rainout, which was announced more than half an hour before the scheduled start time of 1:08 p.m.
He has had outings in the past where wet weather appeared to nullify the effectiveness of his hard, darting knuckleball and leave him without his most effective pitch.
The Blue Jays had won four straight before dropping the first two of a three-game series in the Bronx.
New York has won its last nine home games against Toronto, since last season, as well as the last six in a row overall against the Blue Jays.
"There's no question they've had our number. They've out played us, too," Toronto manager John Gibbons said. "This has always been a tough place to play."
The Yankees have outplayed pretty much everyone lately. They've won nine of their last 12 and facing Dickey on a wet day, appeared in a good spot to make it 10 out of 13.
"We weren't necessarily looking for a rainout," Girardi said.
Girardi said that Yankees officials met with umpire crew chief Joe West and consulted their metorologists about the forecast, which Girardi said showed rain falling in New York until after dark.
That made the decision a fairly easy one.
The delay pushed back Reid Brignac's debut with the Yankees, too.
The infielder was acquired in a trade with the Rockies for cash after Colorado designated the infielder for assignment. He arrived Saturday night. He was set to play shortstop and bat eighth.
"It was a little disappointing, I was really looking forward to getting the chance to play here today as a member of the Yankees," Brignac said.
"I'm tickled just to get the chance to be a Yankee."
Notes: Toronto's only win over the Yankees this season was an 8-4 win on April 21. . Dickey will face Tampa Bay RHP Jake Odorizzi, who is making his 2013 debut. Speaking on one of the countless Google Developers Live talks at Google I/O, one of the creators of Google Now Baris Gultekin explained how select partners will get better access to Google Now going forward. When commenting on how Now can offer more useful information to users, Gultekin announced that certain Google partners will now be able to use mark up tools to put flags in emails that will get them directly noticed by Google Now. Similarly to the way Gmail currently looks for flight numbers, package shipment confirmations and hotel reservations, select third parties can now alert Gmail to look specifically at its email and find the relevant information to then push to Google Now.
Gultekin didn't mention any specific names in relation to this initiative, but he did note that it was focused on things like flights, hotels and dinner reservations. Getting all of the major airlines and hotel chains on-board with this program could help ensure that Google Now never misses an important event surrounding travel, which is very important if people are going to trust Google Now to give them relevant information.
The entire 22 minute talk (seen above) is quite interesting if you're at all interested in Google Now, but if you want to jump ahead to the specific part where Gultekin mentions the partnerships you can find it at about the 16 minute mark. This surely won't be the only little gem that gets noticed as people wade through the hours of footage coming out of GDL at Google I/O this year.
